What is a Risk Assessment?
A good Construction Risk Assessment is integral to project planning under CDM regulations.
It’s a site-specific, boots-on-the-ground review of your work environment to identify hazards.
Then it moves on to deciding what control measures are needed to keep people safe.
Legally, you’re required to manage these risks under the Health and Safety at Work Act 1974 and the Management of Health and Safety Regulations 1999.
But the law’s not asking you to eliminate every risk – your site would grind to a standstill if you tried.
Instead, it’s about managing what matters in line with legal duties, many of which must be done so far as is reasonably practicable, while others are absolute and must always be met.
Why is it important?
A proper risk assessment isn’t about ticking boxes. It’s about preventing harm.
It starts with walking the site, identifying hazards, understanding who could be harmed and how, and rating the risk. Then you document the controls, assign responsibilities, and keep it updated as the site changes.
On construction sites, this means focusing on high-risk activities like work at height, temporary works, and plant movement. It means working closely with site teams to produce assessments that are clear, relevant and actually used.
This isn’t a method statement. That’s a separate task. The risk assessment underpins it by identifying the risks you then plan to manage.
The goal isn’t to write something just to cover yourself. If no one reads it, uses it, or updates it, it’s pointless.
It’s there to drive action and reduce the chance of someone getting hurt.
Risk Assessment steps
There is a commonly used phrase when talking about completing a risk assessment.
This is called “The five steps to risk assessment” what this means is:
- Identify hazards, whom these may harm, and how
- Decide who might be harmed and how
- Evaluate the risks and decide on precautions considering any existing control measures and recognise the need for new controls
- Record your findings and implement them
- Review your risk assessment and update it when necessary
