Tier 4 Restrictions – How does this affect Construction Work?

Following the latest advice issued by the Government over the weekend, Havio have been reviewing the latest guidance to determine how this may impact on our Clients and our own working practices. The main thrust of the most recent statement has had the biggest impact on the restrictions of movement and social interactions over the Christmas period as detailed below….

‘If you live in a Tier 4 area, you must follow the rules from Sunday 20 December. This means that you cannot leave or be outside of the place you are living unless you have a reasonable excuse. You cannot meet other people indoors, including over the Christmas period, unless you live with them, or they are part of your support bubble. Outdoors, you can only meet one person from another household. These rules will not be relaxed for Christmas for Tier 4: you cannot form a Christmas Bubble in Tier 4.’

With regards to the impact on the Construction Industry specifically, there have been no changes to the previous guidance with regards to the COVID management procedures required. Traveling to work is still permitted…… ‘If you live in Tier 4 you must not leave or be outside of your home or garden except where you have a ‘reasonable excuse’. A reasonable excuse includes: Work and volunteering – You can leave home for work purposes, where your place of work remains open and where you cannot work from home (including if your job involves working in other people’s homes).

Our advice following this latest statement from the Government is…..

  • Introduce a regular ‘Tool Box Talk’ on your site COVID controls delivered every morning before commencement of work.
  • In the ‘Tool box Talk’ add the statement above to remind your site workers of the restrictions imposed on them once they leave site, make sure they understand that this is for the protection of others working on site and their ability to continue to come to work, shutting the site because of an increase in COVID cases does not help anyone.
  • Revisit your current COVID protocols and reinforce them to both management and operatives.
  • Revise your COVID protocols to include the regular Tool box Talk and reinforcement of the potential consequences of not being careful when not at work.
